Ok so where to start... Well firstly I guess I´ll comment on the originality, it has a very interesting design almost like that of a siren. I really like what you did with the hair giving it a borealis effect is really neat! Also I really like all the small details you´ve given this the wrinkles, expression, gills, the folds in the dress look really nice, and the long elvish ears are a nice touch! I also just noticed the background, really nice frozen waterfall.

Tips: I really like the way you designed this but there are some things that can be improved on firstly your proportions, first off the face is awesome but the shoulders are a tad too pointy, the body is a bit wide, but this can be fixed if you use more joint lines like the back and chest line (remember the chest line goes over the arm line), also you have to take care about the curve rule (if you look at something from above it curves down and if you look at it from bellow it curves up), plus when drawing women an important rule is that unlike when drawing men were everything is thiner chest down, when you draw women the belly is thinner than the weis and the chest (in other words women are curvy lol! (this may sound sexist at first but trust me it´s an actual rule I got about 4 books about drawing that in a nutshell say just that!)), Ok your hands are pretty good but still need practice as some of the fingers look a bit out of place, and your palms seem almost inexistant, also when it comes to drawing it´s best if you don´t use straight lines as much as possible, try to always use curves and your drawings will get a better realistic perception. Finally like I mentioned before the detailing is quite good, but it would help if you gave more details, not just stuff like muscles and joints (which would help a lot) but also ACCESSORIZE! You have so many chances here you cannot miss you can draw bracelets, tattoos, belts, pauldrons, gloves, if you keep a drawing simple you aren´t using it to it´s fullest potential (not that there´s anything wrong with that), detailing a drawing gives it life, character, it makes it step out of the paper, or the screen in this case. Detail your characters just a bit more and trust me the results will improve ten fold!
